Heat vegetable oil in a wok or large skillet over high heat until just starting to smoke.
Add garlic and ginger, stir-fry for 30 seconds until fragrant but not brown.
Add broccoli and snap peas. Stir-fry for 2 minutes, keeping vegetables crisp-tender.
Push vegetables to the sides. Add shrimp in a single layer. Sear 1 minute per side. Add soy sauce, honey, and toss everything together until shrimp are pink and sauce is glossy.
Drizzle with sesame oil and toss. Transfer to serving plates. Garnish with green onions and sesame seeds. Serve immediately over steamed rice.
